Article 3 The purpose of the establishment of the organization is “to advance medical science, propagate health knowledge and promote technology innovation” to serve the people in the world through health awareness.

Article 4 The organization strictly follow the principle of political neutrality and will never in any way affect the legislation of the member's country or any other country. Concurrently, we will never participate or intervene in any political activities in favor of some political candidates.

Article 5 In accordance with the sustainable development goals proposed by the United Nations, the organization aims to eliminate a range of diseases, to solve various tough and emerging health problems, and to promote the well-living of people of all ages. We will help all nations establish medical and health development plans, rationally and effectively utilizing medical and health resources, effectively eradicating a range of diseases, solving many persistent and emerging health problems; realizing and promoting the well-being of people of all ages.

Article 6 Actively promote the formulation of global healthcare conventions and related collaboration. Propose all kinds of global and regional initiatives.

Article 7 The organization, as a non-governmental organization, is to carry out healthcare plans initiated by the United Nations; actively help and support UNESCO’s various activities in medical fields and healthcare; actively assist the non-governmental medical or healthcare- related organizations in the developing and underdeveloped countries to grow, to participate and to promote various activities or health-related events by these non-governmental organizations and the United Nations; actively involved in the global social activities or events held by the United Nations, through multiple channels or forms to find or create more medical resources for the people living in the regions of poverty.

Article 8 To assist the central government and local governments in relevant countries to establish medical and healthcare specialist committees to promote medical standards through many different types of resources.

Article 9 Establishing collaboration and cooperation branch offices around the world to develop better global medical and healthcare services.

Article 10 Provide consultation actively for the development of medical and healthcare services in all the countries of the world. Formulate healthcare and medical development plans for the country and coordinate required funds, technology, personnel, and international aids.

Article 11 Develop and execute globally disease-related research in all nations of the world. Each year, we will publish results from different kinds of research, including global medical research and healthcare reports, build a network of internationally renowned medical and healthcare experts and set up database for all the countries in the world.

Article 12 To host different types of global meetings or conferences, such as exhibition, forum and summit every year. Search and update all sources of medical and health information to build a platform to exchange latest health news, technology, and resources for recruiting talented people, and to promote worldwide cooperation in the fields of medical and healthcare profession.

Article 13 To plan and carry out different types of medical and healthcare-related training and education events, focusing on the preparation to have medical and healthcare professionals around the world.

Article 14 To establish online and offline medical and healthcare news media platform, actively engage in the interaction with various global news agencies, including the United Nations news media, and extensively broadcast health-related messages and the news of major achievements in medicine

Article 15 Highly commended the organizations or individuals who have made outstanding contributions in the fields of medicine and healthcare field by establishing several encouraging awards, including the "Global Outstanding Medical or Healthcare Organization Award" and "Global Outstanding Medical Scientist Award”

Article 16 Members of the organization include group members and individual members. Government agency, civil society organizations, international organizations, private company and individual may apply membership to become members, regardless of their nationality. Based on the decision of the organization, the organization can award honorary group members and honorary individual members to those who have made significant contribution to the world.

Article 17 To apply membership, the following conditions must be met: the applicant should understand and agree to abide by the Statutes of the Organization and take the initiative to apply; the applicant should have academic achievements and influences in the field of medicine or healthcare business, and is willing to fulfill member’s obligations and participate actively in all kinds of events organized by the committee.

Article 18 The membership application should be submitted by the applicant. After the reviewing process by the Secretariat, the application will be submitted to and then approved by the Executive Committee. Each term is five years.

Article 19 Member’s Right: the right to vote and to be elected; to understand the work of the organization and to make comments and suggestions; to participate in important meetings and major events organized by the organization; to enjoy the services provided to the members; and to supervise the work done by the organization

Article 20 Member's Obligation: to comply with the statutes of the organization; to pay membership fees; to implement the resolutions of the organization; to undertake the work entrusted by the organization; and to assist in identifying new members to the organization, etc.

Article 21 When a member decides to withdraw, he or she shall notify the secretariat office in writing three months in advance. Once confirmed by the letter from the secretariat, his or her membership is considered terminated.

Article 22 If a member has violated the law, statutes of the committee, or failed to comply with the resolutions from the general assembly causing damage to the organization, the executive committee may warn and suspend his or her privilege as a member; if the circumstances are serious, the executive committee may vote to remove his or her name.

Article 23 Any member who violates the law, or conducts any behavior that may damage the reputation of the organization, fails to pay dues, or does not participate any activities from the organization for more than one year without reason, the Secretariat has the right to terminate the membership, however, this membership termination requires executive committee approval. The Secretariat should notify the member about the decision in advance; if the member does not agree, he or she has the right to request a hearing.

Article 24 The organization consists of a general assembly, executive committee, supervisory board, secretariat and an advisory board. The general assembly is the highest authorized entity in the organization. During the assembly period, executive power is exercised by the chairman. During the inter-sessional period, executive power is exercised by the executive committee. The supervisory board is the supervisory agency, the secretariat is the administrative agency, and the advisory board is the consulting agency.

Article 25 The presidium is composed of honorary chairman, chairman, executive chairman, vice chairman, and secretary-general. There is one chairman, one executive chairman, one secretary-general but a few honorary chairmen and vice-chairmen. The honorary chairman, chairman, executive chairman, vice chairman and the secretary- general of the presidium shall be elected every five years. They must be elected with more than two-thirds of the votes and may be re-elected. Based on the need of the Organization, the member of the presidium shall be determined by the executive committee. During the recess of the plenary meeting of the Presidium, the executive committee shall lead the work of the Organization. The executive committee consists of the chairman, executive chairman, vice chairman and the secretary-general.

Article 26 The general assembly meets once a year in a plenary session and is convened by the executive committee. Representatives of the members shall participate the meeting. The responsibilities of the General Assembly are: to amend and adopt the statutes of the organization; to elect the honorary chairman, chairman, executive chairman, vice-chairman and the secretary-general of the organization; to review and accept the progress report of the organization; to determine other major activities of the association.

Article 27 The executive committee shall establish a protocol for organizing a meeting or conference; the executive committee shall be convened by the chairman or the executive chairman when the chairman is not available.

Article 28 Nominated by the chairman and approved by the executive committee, the chairman appoints the deputy secretary-general and the division heads of the secretariat. Under the guidance of the executive committee, the secretary-general and deputy secretary-general are responsible for handling daily routine work.

Article 29 According to the work requirements, the organization may establish specific task force or committee. The specific task committee is under the leadership of executive committee.

Article 30 The organization has set up a secretariat and, under the leadership of the Secretary-General, is responsible for the preparation and implementation of all the activities planned by the organization; to execute the resolutions proposed by the general assembly and by the executive committee, and other additional entrusted matters; to assist the chairman and executive chairman to carry out their duties.

Article 31 The responsibilities of the secretary-general are as follows: to be full responsible for various tasks of the Secretariat, to conduct all kinds of external activities on behalf of the organization; to be responsible for hosting meetings in addition to executive committee meetings; to hire, promote and dismiss all employees of the Secretariat; and implement the task or business entrusted or authorized by the executive committee.

Article 32 The source of funding for the organization is the legal income from: donations from all walks of life and from members of the world, interest income, and incomes from training and consulting services.

Article 33 The funds must be used for work and business development designated by the Statutes of the Committee.

Article 34 The financial management system of the organization is under the leadership of the chairman. With the chairman’s authorization, the executive chairman may carry out his or her financial management duties. The financial and accounting system performed in different countries shall be subject to the financial audits of relevant departments of the countries in which they are located, and under the supervision of our supervisory board. The organization will invite international auditing department to conduct the audit annually.

Article 35 The organization has its own qualified professional accountant. Accountant should not act as a cashier. Accounting personnel must conduct accounting work and implement accounting supervision.

Article 36 The organization's site is located in the United States.

Article 37 The constitution after the member's meeting voted into effect.

Article 38 Interpretation of the charter belongs to the organization.
